Is it really necessary to limit members' ability to join more than one group?

More mods than not would say the answer is no. However, this is a mod privilege for which, similar to allowing pets or not, there is no consensus. Some mods *demand* that the new site not allow members to join multiple groups because it leads to people looking for stuff over entire regions.

Or, it allows members to cross post to several groups at once. Other mods say, "Hey, if I work in one town and live in another and my mom lives in a third, why limit me / a member?" Both sides of the issue have merit. In general local mods can set this from one group to ten groups for the local membership choice.

Because almost everyone has members who make live in one city and work in another, we anticipate that the minimum would generally allow for at least two groups.
